For years there had been plans to upgrade Yppenplatz (a square in an inner suburb of Vienna), but nothing had been implemented.
A chance was offered by the EU URBAN programme, which made 50 % co-funding by the EU possible.
A department in the city administration (MA 21A) initiated a cooperative planning process.
Developing a scheme that can be implemented in stages for upgrading Yppenplatz and its market comprehensively and permanently
At the start of the process a working party was set up with roughly 35 participants and three study groups; these worked out suggestions to do with three topics: market, park / open space and traffic. The suggestions from the study groups were then discussed in plenary sessions, evaluated and summarized in an overall concept; each measure was also prioritized. The overall plan was adopted; detailed planning and implementation followed between 1998 and 2001.
